Is there any software that would let me cut a particular section from the video file (.avi, .vob, .flv, etc.)?

Is there any software that would let me cut a particular section from the video file (.avi, .vob, .flv, mp4, divx, mkv, etc.)? I've tried VCDCutter, Windows Media Player and DVDcutter, but they don't work for certain kind of video files (from the ones I've mentioned above). A prompt response would be highly appreciated.
