How do i convert mp4 to dvd format?

I downloaded a program called dvd Flickr. It converts the file to a vob. I used free dvd creator 2 to try downloading it to the dvd. It successfully says it was burned. But when I stick in dvd player it doesn't load the Disk. The disk I'm using is a memory dvd-R. Anyone tell me what I'm doing wrong
